Cement is the single most price-sensitive material on any UAE construction project. It shows up in foundations, columns, slabs, blockwork mortar, plaster, tile adhesive and concrete repair — which means any contractor who does not know current cement prices in the UAE is pricing blind. And specifying the wrong cement grade in UAE conditions does not just waste money. In aggressive soil and groundwater environments — which cover a significant part of the UAE — using standard OPC where SRC is required can cause structural degradation within years.
This guide covers real September 2026 UAE cement prices per bag and per tonne, brand-by-brand comparison, the critical difference between OPC and SRC in UAE conditions, and exactly which cement to specify for each application. It is written for UAE contractors, engineers and homeowners who need accurate numbers — not estimates from 2024.

OPC vs SRC — The Most Important Decision for UAE Construction
This is where most homeowners and smaller contractors get it wrong — not on price, but on specification. And in the UAE, getting cement grade wrong for underground and foundation work is not a minor error. It is a structural issue that shows up years later when it is expensive to fix.
What is the problem? UAE soils and groundwater — particularly in coastal areas, sabkha zones (salt flats), Abu Dhabi’s southern desert, and areas around Palm Jumeirah — contain elevated concentrations of sulphate compounds. When sulphates in the soil and groundwater come into contact with standard OPC concrete, a chemical reaction occurs called sulphate attack. Over time this causes concrete to expand, crack and deteriorate from the inside.
The solution is Sulphate Resistant Cement (SRC or SRPC) — a modified cement formulation with a significantly lower C3A (tricalcium aluminate) content that resists sulphate attack. The cost premium over OPC is minimal — AED 2-4 per bag — but the structural protection is significant.
| Application | Use OPC | Use SRC | Why |
|---|---|---|---|
| Columns above ground | ✅ | — | No soil contact — OPC sufficient |
| Ground floor slab | ✅ | — | Check soil report first — if sulphate positive use SRC |
| Foundations / pile caps | — | ✅ Mandatory | UAE soil sulphate risk — always use SRC |
| Underground basement | — | ✅ Mandatory | Below-grade in UAE — sulphate groundwater contact |
| Coastal area — all below grade | — | ✅ Mandatory | Palm Jumeirah, Corniche, Marina — saline groundwater |
| Retaining walls | — | ✅ Mandatory | Soil contact on retained face |
| Roof slab and upper floors | ✅ | — | No soil contact — OPC 42.5 standard |

OPC 42.5 vs OPC 52.5 — Which Strength for UAE Projects?
The two most commonly specified cement grades in UAE are OPC 42.5 and OPC 52.5. Understanding when to use each saves money without compromising on performance.
OPC 42.5 achieves a minimum 28-day compressive strength of 42.5 MPa. This is the standard grade for the vast majority of UAE residential and commercial construction — villa slabs, columns, beams, blockwork mortar and plastering. It satisfies Dubai Municipality and Abu Dhabi Municipal Council requirements for most structural concrete between C20 and C35. If your project does not have a specific high-strength requirement from a structural engineer, OPC 42.5 is the correct specification.
OPC 52.5 achieves 52.5 MPa minimum at 28 days — more significantly, it gains strength faster in the first 3-7 days. This early strength matters on high-rise tower construction in Dubai where formwork is stripped and reused on a 3-4 day cycle. It is also specified for precast concrete elements, post-tensioned slabs, and any concrete requiring C40 and above mix design. For a standard UAE villa or apartment project, OPC 52.5 is an unnecessary expense.

Frequently Asked Questions
What is the price of cement in UAE 2026?
A standard 50kg bag of OPC 42.5 cement in UAE costs AED 14-17 at trade price and AED 18-24 at retail building material stores in September 2026. Sulphate Resistant Cement (SRC) costs AED 16-20 per bag at trade price. Bulk cement for large projects costs AED 180-250 per tonne ex-factory. Prices vary by brand, emirate and quantity — RAK, Fujairah and Al Ain typically offer the most competitive factory-gate pricing.
Which cement is best for UAE foundations?
Sulphate Resistant Cement (SRC or SRPC) Grade 42.5 is mandatory for foundations, pile caps, ground beams, basement slabs and any below-grade concrete in the UAE. UAE soils frequently contain elevated sulphate concentrations that cause long-term degradation of standard OPC concrete. Always confirm with a soil test report and follow your structural engineer’s specification — do not substitute OPC for SRC to save AED 2-4 per bag.
What is the difference between OPC 42.5 and OPC 52.5 in UAE?
OPC 42.5 achieves 42.5 MPa minimum compressive strength at 28 days — sufficient for most UAE residential construction including villa slabs, columns and beams. OPC 52.5 achieves 52.5 MPa and gains strength faster, making it suitable for high-rise construction, precast elements and high-performance concrete mixes (C40 and above). For standard UAE villa or apartment projects, OPC 42.5 is the correct and more cost-effective specification.
How many bags of cement per cubic metre of concrete in UAE?
Standard UAE structural concrete (C25-C30) requires approximately 7-8 bags of cement per cubic metre depending on the mix design. C20 non-structural concrete uses approximately 6 bags per m³. Use our free concrete volume calculator and cement sand mix calculator for exact quantities based on your specific project and mix ratio.
Which UAE cement brand is best?
All UAE-produced cement brands — RAK Cement, National Cement, Fujairah Cement, Al Ain Cement and Sharjah Cement — meet UAE standards and are accepted by Dubai Municipality, Abu Dhabi Municipality and UAE Civil Defence. The practical choice is usually the manufacturer closest to your project site for the fastest delivery and most competitive delivered price. RAK Cement has the widest UAE distribution network. Al Ain Cement offers the most competitive pricing for Abu Dhabi and Al Ain area projects.
Is cement price higher in Dubai than Abu Dhabi?
Dubai retail cement prices are typically 5-10% higher than Abu Dhabi because Abu Dhabi benefits from Al Ain Cement’s local production. Factory-gate trade pricing is similar across both emirates for major manufacturers. For large volume orders, always request a delivered price to your specific site — not an ex-factory price — as transport distance significantly affects the total cost per bag.
